An extension of the Patriot Act with no reforms of its abusive powers of unreasonable search and seizure against American citizens has passed the House of Representatives. The vote was 315 in favor of extending the Patriot Act without reform, 97 against, and 20 not voting. Democrats vote to renew Patriot Act

With almost no debate, the Democratic leadership in Congress pushed through an unamended extension of the USA Patriot Act’s most notorious provisions, granting sweeping powers to eavesdrop and seize library, Internet and other personal records of US citizens. The provisions were set to expire by Sunday. President Barack Obama is expected to sign the legislation before then, securing his administration the ability to continue and expand the domestic spying and attacks on basic democratic rights that he and other Democrats had pretended to oppose under the Bush administration. The three extended provisions give US intelligence agencies the power to: 1) conduct "roving" wiretaps without specifying a particular phone number or e-mail account; 2) force institutions to surrender credit, banking, medical, mental health and library records; and 3) spy on so-called lone-wolf foreign nationals, who have no affiliation to either terrorist organizations or foreign governments. Congress Reauthorizes Overbroad Patriot Act Provisions with No Privacy or Civil Liberties Safeguards Yesterday, the House passed a one-year extension of three expiring Patriot Act provisions without making much-needed changes to the overly broad surveillance bill. With this extension, Congress failed to address proper privacy safeguards in the Patriot Act, including: Amending the national security letter (NSL) statute to ensure that the government obtains financial, communication and credit records only of people believed to be terrorists or spies; Requiring the government to convince a court that a national security gag order is necessary; Terminating the "lone wolf" authority that permits the government to spy on people who are not part of a terrorist organization; and Ensuring that the so-called "library records provision" does not authorize collection of library and bookstore records if they contain information on a patron unless he is a terrorist or spy. Since the Patriot Act's passage in 2001, there have been several consecutive reports — including one released in January — from the Department of Justice Office of the Inspector General that have outlined widespread and blatant abuse of the statute. FBI agents routinely claimed false terrorism emergencies to use "exigent letters," or emergency letters, in order to gain private records for investigations when no emergency existed. The FBI also regularly issued NSLs after the fact in an attempt to legitimize the use of exigent letters.. » read more

Joseph Lieberman, Susan Collins call situation "unacceptable, untenable" - Department of Homeland Security has more than 200,000 contract workers - Full-time civilian employees at DHS number 188,000 - Lawmakers fear DHS "inappropriately has ceded core decisions to contractors" Washington (CNN) -- The Department of Homeland Security has more contractors working for it than full-time employees, a situation two members of Congress said Tuesday was "unacceptable, untenable and unsustainable." Sen. Joseph Lieberman, the chairman of the Senate Homeland Security and Governmental Affairs Committee, and ranking Republican Susan Collins said they were "astounded" to learn there are more than 200,000 contractor employees at the department.
